Version 3.1.0 installed on Windows10.
Cannot get internet connection ????
Therefore database or propagation data cannot be loaded updated.

This sound really strange...the only problem with the version 3.1.0 was on updating the propagation data. The problem has been fixed in the new 3.2.0. Did you try again?
